The present cost of petrol is very high. The cost of running the Auto is very uneconomical and the Spl. vehicles given by the government to P/H persons is lying idle. The Auto -- Driver have to depend only on School Savari. In the case of P/H persons, there is a sense of isolation and neglect as they are unable to move from one place to another and socialise with people. The P/H persons staying at distant places like Bahour, Embalam etc are unable to come to town for purchases, hand over petitions or mingle in any social event. Hence, the members of our Association are keen that the usage of C.N.G should be given prominence. Steps should be taken to promote it immediately.

The reasons are obvious. They are:

1) C.N.G is available abundantly at ONGC – Karaikal. It is now wasted and flared.

2) C.N.G should be made available all over Puducherry, Karaikal, Yanam and Mahe. At present, INDIANOIL has only one filling station at Kalapet situated at the out skirts of Puducherry.

3) The P/H persons will stand to benefit immensely. They can move from place to another.

4) The C.N.G should be categorised according to usage depending on Necessity and Luxury.

5) All C.N.G filling stations should be given to P/H persons because of non-framing of Rules and Regulations under ‘The Disability Act 1995’. The 3%reservation for P/H in government jobs is only an illusion. Further, the P/H persons are unable to take up suitable jobs in private sector since they cannot move from one place to another.

6) Conversion kit from Petrol / Diesel to C.N.G should be subsidised.

7) New Delhi, Gujarat and Andhra Pradesh are some states where C.N.G is used.

8) The Pollution level is low.


We have already submitted a detailed letter with facts and figures to the Chief Secretary way back in March 2010. Xerox enclosed. Time is running out. In the meantime, the morale, self – esteem and the level of confidence amongst our members have reached the nadir.

Optimum utilization of any national asset, pragmatic approach, progressive thinking, catering to the Demand – Supply of the product currently in force coupled with proper pricing, identification of end -- users of C.N.G and above all prompt action to make the product available in these types of situation would definitely go a long way in mitigating the suffering of lower strata of society. Citing and Blaming international crude oil prices every time as a reason to hike petroleum prices is unwarranted, unjustified and should be avoided.

The P/H persons and Registered Members of the Unorganized Sector humbly request you to consider the following suggestion.

The Petrol / Diesel usage can broadly be Categorized as Necessity and Luxury.

It is a Necessity for public transport like Auto – rickshaw, farm equipment including oil driven pumps, tractors for agriculture, self-employed micro, small, medium and large transport. Their entire livelihood depends on the price of the fuel. It is their Bread and Butter.

It is a Luxury for the private car owners, two wheeler and generators used in homes, cell phone towers, offices etc. and interstate Private Bus operators.

1) For P/H persons using three wheeler for mobility purposes,
the price should be Rs5/= per litre (Rupees Five only)
2) The price of the Petrol for Necessity should be Rs15/= per litre (Rupees Fifteen only)
3) The price of the Diesel for Necessity should be Rs20/= per litre (Rupees Twenty only)

For Luxury usage the Petrol / Diesel price should be Rs150/= (Rupees One hundred and fifty only) and above. There is a marked difference between an Auto rickshaw waiting for filling Petrol and a private car or two wheeler waiting for filling Petrol. It is a stark contrast of livelihood and luxury. They are not in the same level playing field.

Even Mr.Sharad Yadav, M.P, in a statement to the press has requested the Centre to Categorize and accordingly price the Diesel. – Refer Deccan Chronicle – 12/07/2011. Xerox enclosed.

The Government of India is having enough data base like election identity card, Aadhar card and Census report. All these data should help the Govt. to identify the real end user of fuel.

During elections, all strata of people cast their vote for M.P or MLA or Municipal Councillor. But the persons who benefit after the election are the government employees and public sector employees. We find the government servants and public sector officials are the only ones who are pampered with fat pay cheques / arrears after every pay commission irrespective of their efficiency or ability. Not to be left behind, even our elected M.Ps, MLAs are united and quietly cut across party lines when it comes to increasing their own salaries.

We are the neglected class of people. Our grievances are never discussed or heard in Parliament. Even after 16 years no Rules and Regulations have been framed by the State Governments under ‘The Disability Act 1995’. The government has not done a study regarding
its implementation. The urge to help or assist the P/H persons and Registered Members of the Unorganized Sector by the elected leaders is neither spontaneous nor inherent nor voluntary.

On the contrary, we have to constantly remind the elected leaders of our very existence. At present, we are treated as vote banks. The P/H persons are in a state of limbo due to non-implementation of 3% reservation coupled with poor transport facilities in Puducherry. The three wheeler used by P/H has come to a halt due to steep hike in petrol prices.

We are confident that you will support Mr. Sharad Yadav’s press statement. A new beginning has to be made to alleviate the sufferings of the P/H persons and Registered Members of the Unorganized Sector.

Sub: Request for running Long Distance Trains and EMU services
to nearby district and town.
Thanks for introducing a weekly train to New Delhi. Very soon, we hope you will introduce daily trains to Coimbatore, Mumbai, Ahmedabad Bangalore and Jaipur. The above places are commercial and financial centres. All long distance train should terminate and begin from Velankkani –Karaikal .
The omnibuses now catering to places like Benguluru, Coimbatore, Madurai etc are unsafe. They are virtually vehicles of death as it normally plies at night competing with heavy goods vehicle. During journey, many passengers sleeping on the berth have fallen down and sustained injuries. The passengers travelling by these omnibuses hold their breath till they reach their destination safely. Cases of molestation of single women in these buses also occur. They go unreported. As per the newspaper report, a leading advocate has filed a case against pvt. omnibus which was involved in accident at Vellore. The omnibus was registered in Puducherry flouting all norms of safety.
The members of our Association feel the pvt. Omnibus should be stopped immediately and instead train services should be given prominence for safety and comfort.

Request for Enhancing of interest rate on Term Deposit and Lowering of bank interest rate for Lending in Nationalized and Schedule Bank.

Sub: Request for Enhancing of interest rate on Term Deposit AND Lowering of bank interest rate for Lending in Nationalized and Schedule Bank.

The P/H persons and Registered Members of the Unorganized Sector humbly request you to take up their case with the Finance Ministry for Enhancing the interest rate on Term Deposit in Nationalized and Schedule Bank by at least 5% over and above the normal bank interest. On the Lending / Borrowing side the lending rate should be Reduced by 5%. For example. if the stipulated interest rate is 7% then they should get 7% + 5% = 12%.... so on. On the lending side ,it should be5% less i.e if the base rate is 9.5% then the lending rate should be 9.5%-- 5% = 4.5% only. Similarly for Bench Mark Prime Lending Rate –BMPLR, it should be 14.25% -- 5% = 9.25%.

We have already made a detailed representation to the Governor, RBI, Mumbai in this regard vide letter dated 16/11/2009 sent by Speed – Post. – Xerox enclosed. In addition, we had approached a Schedule Bank – Tamilnad Mercantile Bank Ltd, Puducherry Branch. There was no response.

No TDS should be done from the accrued interest for P/H and Unorganized Sector.
On 11/07/2011, State Bank of India announced new interest rates for Term Deposit and Lending. We sent an E—mail -- contactcentre@sbi.co.in plus a written representation State Bank of India, Main Branch, Puducherry for enhancing the interest for Term Deposit by 5% and Reducing the Lending rate by 5%.

Lately, according to the media, the Rangasamy Aiya Government removed 4000 persons employed by Vaithalingam Aiya Government. The employment provided by the Vaithalingam Aiya government was illegal and virtually a back door entry. What is more intriguing about this matter is even when 4000 persons were employed; there was not a single P/H person in the list. At least 120 P/H persons should have been given employment. Mr Vaithalingam is now accusing Mr. Rangasamy for high handedness but he was insensitive to the needs / feelings of the P/H persons. Amidst the clash of egos and battle for supremacy between Rangasamy Aiya and Vaithalingam Aiya, as usual, the P/H persons are the casualty. The Special Employment Exchange for P/H persons is a farce.

Enhancing the interest rate on Term Deposit and lowering the Lending rate may give a psychological satisfaction of being heard plus a feeling of being wanted in society. Moreover, deposit in Nationalized Bank and Schedule Bank is safe and secure. The Central /State government employees, public sector employees are in a bargaining position to raise their salaries. They can hold the government to ransom till their demands are met. Whereas the P/H persons and Registered Members of the Unorganized Sector are always at the receiving end. They are used as doormats to serve the selfish needs of the elected leaders.

Whilst at this, we would like to inform you that we are approaching you after exhausting all avenues of redressal. In other words we expect you to show some humane consideration.

Now that you have gauged our frustration, disparity and depression, we are confident that you will voice and give priority to our grievances at all times. We humbly request you to furnish the question No. when our grievances are raised in Parliament.

OJECTIONS TO LPG HIKE

Regarding LPG hike 24-06-2011

– The gesture on the part of Tamil Nadu government to reduce sales tax on LPG is no doubt laudable. But the Centre cannot wash its hands off on this issue for two reasons:
1) When international crude oil price is falling there is no justification to hike the price.
2) Right from post-independence our country has been rocked by one scandal or the other. Commencing from 1962 jeep scandal, T.T.K – Mundhra share scandal, SBI Nagarwala case, Harshad Mehta scam, Telgi stamp paper scam, Mandvi Cooperative Bank scam and now the 2Gscam. The quantum of money all put together lost in these scams runs to few lakh crores whereas the deficit shown by the oil companies is only Rs1,22,000/- crores through subsidies. We would have overcome the problem had it been for a corrupt free government. As usual the lower class of people is hurt the most. Further, at the T.N state level the DMK perfected the art of corruption right from inception of power in 1967. The Madras Corporation muster roll fraud, Veeranam lake pipeline scandal etc. Moreover, the DMK chief showed his concern by directing the state government to reduce the sales tax. Now, it would not be necessary as the 2G scam was committed by his party man Raja and his daughter Ms Kanimozhi. Both of them should share the burden and relieve the common man from the price hike of petroleum products.

Bus accident and negligence of RTO Pondichrry

Dear Sir,
Sub: Issue of Licence to Long Distance Omnibus and neglecting train services.

On 28/02/2011, we had submitted a petition challenging your controversial statement regarding train services in vernacular paper and English newspaper.

You acknowledged our letter under the cover Dy.No.673/VIP/MO&(PP)/11 Dated 16/03/2011. But you have chosen not to answer any of our points raised in our letter.

In the meantime, the Omnibus which was registered in Pondicherry by KPN Travels, PY-01 BH 9919 met with an accident at Avalur near Vellore on Tuesday night -- 07/06/2011. The omnibus clearly flouted the norms. There was no emergency exit, as a result all the 23 passengers were trapped and killed. As per the newspaper report-Deccan Chronicle-under the caption “Sleeper buses against rule book” dated 11-06-2011, the police officials at Tamil Nadu lamented that these types of buses were registered in Pondicherry as the rules throwing safety norms were bent in the favour of bus operators.

The major part of the blame lies with the Transport department, Pondicherry. They should compensate all the 23 victims. This is akin to“Uphaar” Cinema theatre fire tragedy in New Delhi – year 1998 wherein the management, fire department and electricity department personnel were all sentenced to life imprisonment by the Supreme Court.

This attitude of the Pondicherry ministers and transport department is just another form of corruption. The authorities have the least regard for human lives. By encouraging omnibuses, the previous Congress party at the state enriched its coffers and sent “excess” fund to Delhi counter parts. The Congress is interested only in promoting dynastic rule. The transport department in Pondicherry rules with an iron hand with local motorists and vehicle owners in Pondicherry. But with long distance omnibuses, they bend the rules and line up their pockets.

We are mobilising public opinion against this corruption. We are also contacting the kith and kin of passengers, who were killed in the road accident on Tuesday night, to file a court case against the RTO, Pondicherry for negligence. Why should Tamil Nadu Government compensate the victims when the RTO Puducherry is clearly at fault?


The errant officials of the transport are playing with the lives of the innocent people. Apart from loss of life, many passengers are rendered disabled. This could be avoided. The existing disabled persons have no hope and faith in the government. Why add more to the list due to callousness of the transport authorities. Even after 16 years, you and your party are unable to draft rules and regulations under the ‘Disability Act 1995’. Rather, you have failed to empower us.

The Congress party is not bothered about the Unorganised Sector and Physically Handicapped persons. We are also mobilising opinions in Facebook so that the common people are made aware about the happenings in Pondicherry.

You have clearly failed to address any of our problems – Unorganised Sector and Physically Handicapped in the Parliament. We are ashamed to have you as a Member Of Parliament. Nevertheless, we request you to produce the question no,, the date and also the answer , if any, raised in the Parliament on our behalf – P/H and Unorganized Sector.

The train service connecting Pondicherry to all states in India is only a distant dream. By threatening to run train services, you collect bribe money from the private omnibus operators.

To top it all, we have a tainted Governor who does not attend the Disability Day function on 3RD Dec. The Congress, its allies the D.M.K and P.M.K are comrade in arms as far as corruption is concerned. Certain commercial interest in Sri Lanka by the party members of the D.M.K prevented them from condemning the Sri Lanka’s military action against our Tamil brothers and sisters. The P.M.K on its part closed all public sector lifesaving drug units. As a result, all essential lifesaving drugs has/had to be imported at a heavy cost. Many lives were/are lost during swine flu, snake bite; dog bites etc. as lower class of people are/were unable to purchase lifesaving drugs.

No progress was made under the regime of Congress and its allies. Clamouring for funds at the centre is definitely not a big deal. You as an M.P need not boast about it . Economic growth and activity is vital for any state. Going about a begging bowl to the Centre does not augur well with the self - respect of Puducherrians.

Any way we have written off your party and its allies as incorrigibles. Price rise, high cost of living has made life miserable. You are unnecessarily incurring the wrath of the P/H persons as well as the Unorganized sector. Auto drivers have solely to depend on school trips for livelihood. Regular trains will usher a steady flow of tourist traffic. Further, C.N.G available at Karaikal is flared and wasted. Profitable use of C.N.G can reduce transport cost. There is no pragmatic and creative thinking amongst our elected leaders due to corruption.

This has reference to the news item appearing in Deccan Chronicle dated 05/06/2011 under the caption “US states pat Chennai Hotelier”.

The members of our Association were delighted to hear this pleasant news. Your silent contribution in enriching the Indian Society has caught the eyes of America. The members of our Association wish you long life to carry out this benevolent work.

Also,we feel the time has come for you to turn your floodlights on to the problems faced by Physically Challenged persons. The Government of India had passed “The Disability Act 1995”. But no state in India, including Pondicherry, has framed rules and regulations. As a result, the Physically Challenged persons are not empowered. They are unable to exercise any of their rights including 3% reservation under the Act. Umpteen number of representations to the Governor, President of India and United Nations Human Rights Commission, Geneva has not yielded any result. The year 1967 Pondicherry witnessed high rate of polio affected cases. For a small state, this was the highest in India.

Your moral support in mobilizing public opinion in this regard will go a long way to alleviate our suffering. We are eager to meet you.

We are constrained to seek an appointment with you after viewing your films
highlighting social and national causes.
Your films like “Tare Zamin par” regarding dyslexia, “Peepli” farmer’s suicide, ”Rang De Basanti” problems regarding MIG aircraft etc. were well received by the common public.
We feel you should now turn your floodlights on to the problems faced by Physically Challenged persons. The Government of India had passed “The Disability Act 1995”. But no state in India, including Pondicherry, has framed rules and regulations. As a result, the Physically Challenged persons are not empowered. They are unable to exercise any of their rights including 3% reservation under the Act. Umpteen number of representations to the Governor, President of India and United Nations Human Rights Commission, Geneva has not yielded any result. The year 1967 Pondicherry witnessed high rate of polio affected cases. For a small state, this was the highest in India.
Hence, we are seeking your help by way of providing a slot in highlighting this problem in any one of your forth coming films or films under production.
Further, even when it comes to self – employment or regular employment both the Physically Handicapped and the unorganized sector are at the mercy of the private bus operators.


The private buses are owned by Political parties. In Pondicherry and Tamilnadu, the family of the politicians develop like in 2Gscam. But the position of the common man goes from bad to worse.
Throughout Tamilnadu and Pondicherry, Railway tracks were converted into Broad gauge and electrified ten years ago. But no EMU trains or long distance trains connect district headquarters or nearby towns. Travelling by bus is costly, P/H persons cannot get inside the bus during peak hours, pregnant ladies, senior citizens and children are unable to go to nearest Primary Health Centre. In short there is a cascading effect on health.
